So far in the AGR dues case, Reliance Jio has made it clear that it has paid all the AGR dues which includes the spectrum usage charges as well. It is interesting to see that the court's hearing has shifted from the primary concern of AGR dues to whether or not spectrum can be sold by a company under IBC. In yesterday's hearing, SC had posed a question that when telco's don't own the spectrum, then how can they sell the right to use it? Keep reading ahead to find out all the major updates from today's hearing. SC Asks has Airtel Paid AGR Dues for Using Aircel's Spectrum?Ravi Kadam representing Aircel Monitoring Committee notified the SC about the 8 instances since April 8, 2016, where spectrum trades with Bharti took place. He told the court that DoT had approved of the sale and the demand for all the dues was raised. SC then asked whether Airtel has paid all the AGR dues. Further, SC asked to present how much spectrum was used by Airtel and whether or not they have cleared the payments based on the 1999 guidelines. After that, SC demanded to be notified about the date RCom started sharing the spectrum with Rjio. Everything the court wants, it wants on the basis of license these companies had. To the question raised by SC on Airtel's AGR dues, Kapil Sibal representing Airtel said that the telco has paid all the dues in respect to spectrum trading worth Rs 18,004 crore. SC then asked whether Aircel is looking to sell the spectrum under IBC? Kadam responded by saying that spectrum is an asset and to keep the company on a going concern basis, the right to use the spectrum will be monetised when the resolution plan is approved. The resolution applicant is UVARC. To this, SC then asked what happens with AGR dues? How much has the telco paid already? Kadam said that the resolution process has finished and since DoT is an operational creditor which is recognised by COC as well, not even 1% of the AGR dues will be paid. He notified SC about the COC meeting of which DoT was also a part. From this reply, SC said that it is worried about AGR dues being wiped out under the IBC process. If the spectrum is sold, there will be no questions left to entertain against the spectrum in concern. SC said that sale of the spectrum under IBC is a totally different thing than the sale of spectrum normally. Telcos can't use the spectrum until and unless all the dues relating to the spectrum are clear. After this, Ravi Kadam concluded from the side of the Monitoring Committee of Aircel. Ranjit Kumar representing COC for Aircel started by stating that the requirement to pay AGR is purely contractual. There is a tripartite agreement which says that spectrum is security before banks. He further said that Spectrum is a raw material for the company and by restricting them to sell the right to use it, SC is directly pushing the companies in the direction of liquidation. Kumar made a point that banks' dues are of the same nature as of AGR dues in this case. If the telco uses all the proceeds to satisfy the AGR dues, then none of the banks which also keep the money of the public will get anything. In addition to that, Kumar said that payment of AGR dues before the payment of money owed to the banks would be a violation of IBC. Kumar further made a point that government can't pull back now from its original decision of allowing spectrum as security. Kumar has put forth the SC about the right of the telcos to transfer the right of use of spectrum which is stated under the tripartite agreement. The Telecom Regulatory Authority of India (Trai) on Thursday issued a consultation paper for promoting and enhancing broadband connectivity across the country. The authority through the "Roadmap to Promote Broadband Connectivity and Enhanced Broadband Speed" consultation paper intends to seek inputs of stakeholders on "defining fixed and mobile broadband" and other elements of broadband connectivity. In a release, Trai highlighted that expanding the high speed reliable broadband connectivity across the country has been the focus of the government and the authority since 2004. Trai said that a number of policy and regulatory initiatives have been taken in the past that resulted in the broadband connectivity to reach the present state. Trai Issues Consultation Paper on Promoting and Expanding Broadband ConnectivityThe authority said that the constant developments in the field of information and communication technologies (ICTs) has put "continuous pressure" on the government, authority and the telecom service providers (TSP) in further enhancing connectivity. "Efforts are continuing to meet the ever-growing demand and expectations of consumers," Trai said in the release. The authority said that several strategies have been identified in the National Digital Communications Policy 2018 (NDCP 2018) to "improve the penetration and performance of broadband networks." However, Trai said that "such strategies need to be converted into actionable points." It was also said that the Department of Telecommunications (DoT) had requested Trai to "furnish its recommendations" on multiple elements such as "different speeds for different categories" like mobile and fixed broadband. The DoT is also said to have asked Trai for its view on "different categories of broadband speeds" such as basic, high speed and ultra-high speed broadband as defined in Europe. "With this background, the Authority, through the present Consultation Paper intends to seek the inputs of stakeholders on (i) defining fixed and mobile broadband, (ii) innovative approaches for infrastructure creation, (iii) promoting broadband connectivity, and (iv) measures to be taken for enhancing broadband speed [sic]," Trai said in the release on Thursday. Trai Seeks Comments on the Consultation Paper by September 21Trai said that the consultation paper is available on its website and that the authority is inviting written comments on the consultation paper from the stakeholders by September 21, 2020. Axom, the digital Cable TV service provider focused on Assam and North East has now introduced the broadband services under Axom Akshat brand. The company said that the broadband services will be offered through Optical Fibre Cable (OFC) with Axom Akshat promising 99% uptime in services. Axom is said to have started its Cable TV operations in 1991 with the company expanding its services in 2008 to cover the "entire state of Assam and North East." The company is said to offer its digital cable TV services through a joint venture with Siti Network. In a dedicated portal, Siti Network highlights that the products offered by Axom are marketed under the Siti brand name with the services focused on users in Assam, Meghalaya and Nagaland. Axom Akshat has now unveiled multiple plans with limited and unlimited data dedicated to both home and the commercial users. Axom Offers 100 Mbps Unlimited Plan to Home UsersAxom Akshat offers five major unlimited plans for its home users with the base pack priced at Rs 499 while its top tier pack carries a price tag of Rs 1099 per month. The base pack enables users to browse at 20 Mbps speed with the company also offering 30 Mbps, 50 Mbps, 70 Mbps plans priced at Rs 599, Rs 899 and Rs 999 respectively. The top tier plan priced at Rs 1099 enables users to browse at 100 Mbps speed with Axom Akshat offering unlimited data. Axom Akshat has not highlighted whether the unlimited plans carry a fair usage policy (FUP) at this price point. It also has to be noted that Axom Akshat offers seven limited data plans priced in the range of Rs 399 to Rs 3999. The base limited plan priced at Rs 399 per month enables users to browse at 20 Mbps speed till 150GB with the operator capping the speed to 1 Mbps upon reaching the limit. The company also offers a 30 Mbps plan priced at Rs 499 per month that enables users to browse at high speed till 250GB. Axom Akshat offers two 50 Mbps limited data plans priced at Rs 699 and Rs 749 per month that enables users to browse at high speed till 350GB and 550GB respectively. The company offers three 100 Mbps limited data plans priced at Rs 1190, Rs 2499 and Rs 3999 per month. The base 100 Mbps limited data plan priced at Rs 1190 per month enables users to browse at high speed till 800GB. The speeds on the 30 Mbps limited data plan along with the 50 Mbps and the base 100 Mbps limited data plan is said to be capped at 2 Mbps upon reaching the data limit. The top-tier 100 Mbps limited data plans enables users to browse at high speed till 40GB per day and 50GB per day for Rs 2499 and Rs 3999 per month respectively. The company highlights that the speeds on its top-tier 100 Mbps limited data plans will be capped at 5 Mbps upon users reaching the data limit. Axom Akshat Offers Commercial Plans with 10 Mbps to 100 Mbps SpeedsAxom Akshat highlighted that it offers five major commercial plans with 10 Mbps to 100 Mbps speeds with no data limits. The base 10 Mbps commercial plan with unlimited data carries a price tag of Rs 1999 per month. Further, the 20 Mbps, 30 Mbps and the 50 Mbps unlimited commercial plans are priced at Rs 2999, Rs 3499 and Rs 4999 per month respectively. The top-tier 100 Mbps unlimited commercial plan is priced at Rs 8999 per month. It has to be noted that the unlimited home and commercial plans along with the limited data plans highlighted by Axom Akshat are exclusive of taxes. Axom Akshat said that the unlimited home and commercial plans together with limited data plans are also available on semi-annual and annual subscriptions. The charges for the semi annual and the annual plans under the Axom Akshat stable are priced at less premium compared to the monthly plans. The company is said to charge a "minimum" non refundable fee of Rs 3000 under registration and installation costs. Additionally, the router cost is said to "depend on the quality and company." Those two channels are – News India 24×7 and Filamchi. Customers will be getting the News India 24×7 channel for free. It is categorised as a Free-to-Air (FTA) channel. As for Filamchi, customers can opt it for a monthly cost of Rs 0.25 only. The News India 24×7 is available for customers to watch at channel number 588 and the Filamchi is available for customers to watch at channel number 1121. Tata Sky's New Channels – News India 24×7 and FilamchiNews India 24×7 is available to be watched at channel number 588. It is a Free-to-Air news channel so there is no cost involved. Ather Energy, an Indian electric vehicle company on Wednesday said that it should be ready by mid September to start swapping the Vodafone SIM card fitted on the Ather 450 with BSNL SIM card. The company behind the Ather 450 and the Ather 450X electric scooters had equipped several Ather 450s with Vodafone SIM card. The electric vehicles use data connectivity for multiple elements inside a vehicle including onboard navigation and Over-the-Air (OTA) updates. The Ather 450 supported 3G connectivity with Ather Energy initially opting for Vodafone SIM cards on its vehicles before switching to BSNL SIM card. Ather to Swap Vodafone Sim Card on Ather 450 with BSNL SIM CardThe company on Friday, August 14, 2020, said that Vodafone India had issued a "official communication" that the 3G services in Chennai and Bengaluru will be shut down on August 27, 2020. Ather Energy said that the development would result in Ather 450s equipped with Vodafone SIM card to switch to 2G networks. "Vodafone was supposed to sunset 3G coverage much later, but this has taken us by surprise," Ather Energy said on Friday. Further, Ather Energy said that it is working on a 4G module that can be fitted on the Ather 450 electric scooters. The company said that the upgrade will take four to five months for the development, testing and commissioning on the existing Ather 450 vehicles. "In this transition phase, the only option is to fallback to 2G networks, due to which some smart features might not be seamless," Ather Energy said. However, the company on Wednesday said that its engineering teams had worked out a Standard Operating Procedure (SOP) for swapping SIM cards from Vodafone to BSNL. "Initially our teams were concerned about swapping SIM cards since it needs special test equipment to validate the sealing of the dashboards (we don't open the dashboards to the PCB level in general service)," Ather Energy said on Wednesday. "Doing this would have meant a very long process of sending dashboards back to our supplier's facilities and hours of labor and logistics cost." The company said that it needs around four weeks to "setup an efficient process" for the work-around identified by its engineering teams. Crucially, Ather Energy said that the SIM card swap from Vodafone to BSNL will be done for free of cost to its Ather 450 users. The company said that its Ather 450 users can drop off their vehicles beginning mid September at the service centre for the SIM card swap. However, Ather Energy said that the SIM card change would also be done on the next scheduled service appointment, if the users do not drop off their vehicles exclusively for the SIM card swap. It has to be noted that BSNL continues to operate 3G services across the country as the operator does not have 4G spectrum. Additionally, Ather Energy on Wednesday said that the development of its 4G module is on a "fast track mode." The company said that the 4G module will be in the form of a dongle and that the company needs four months for deployment due to the automotive testing requirements. Ather 450 Users to Experience Connectivity Issues Prior to SIM SwapAther Energy on Friday said that multiple elements on its Ather 450 electric scooters will be slow due to the switch to 2G networks including onboard navigation. The company said that onboard navigation requires good connectivity speeds and thus would be impacted during the switch to 2G networks. "Loading of the Maps screen, along with search-based functions would be slower,” Ather Energy said on Friday. “However, pushing location from your Ather App will work as expected. We've recently rolled out the ability to share a location to the App, from any other app on your phone, which should make the experience better." However, the company said that the data sync and ride statistics will work "as expected" during the switch to 2G networks. "You'll continue to see real time charging status, get ride statistics after every ride, and remotely track the location of your scooter," Ather Energy said. The company highlighted that the OTA upgrades will take longer to download on the 2G networks but that the users can reach out to the customer service team to install the updates manually. "If the last 4 digits of your vehicle identification number (VIN) is less than or equal to 4182, your vehicle has been equipped with a Vodafone SIM and if that's greater than or equal to 4183, your vehicle has been equipped with a BSNL SIM," Ather Energy said. The company on Wednesday said that it rolled out an OTA update for the Ather 450 vehicles that optimizes the "connected experience at slower network speeds." Further, Ather Energy said that the cost of Ather Connect services will be reduced by 50% "for all affected users, until the 4G dongle is ready." Chairman of the Telecom Regulatory Authority of India (Trai), R S Sharma said that investment in the digital infrastructure of the country is very important for its growth. One of the key ways to do that is to push the installation of fixed broadband and fibre-to-the-home internet connections. They will only help people in maximising the benefits they receive from their gadgets. Sharma also talked about leveraging 5G in the future to increase the connectivity of people. In an event organised by the Broadband India Forum (BIF), Sharma said that apps which are being developed shouldn't just be limited for people to voice their thoughts online but also be able to provide them with better employment opportunities and enhance their skills. Must Develop Apps Which Impacts Peoples Lives PositivelyHe said the apps which do not benefit a common man are of no use regardless of how well built or developed they are. Thus having an account on a social media platform is okay but these apps can't be looked at as the end of apps. There have to be apps which contribute to the life of a common man. India must keep on developing such apps so that employment rate could increase and people become more productive than ever. Sharma said that digital technology and connectivity in the post-COVID-19 period will play the most important role in the development of the country. He further appreciated the National Digital Health Mission which was launched by the Modi government on August 15, 2020. Sharma believes that the apps which are developed would allow for many difficult and expensive processes today to become cost-effective. Storage of data, organising it and accessing it will become a much easier task than it is now. He said, "One of the most important things we as country must do is to invest in digital infrastructure which will ensure sustainable growth. India is an extremely price-sensitive market and something which is frugal, interoperable and robust will take it along the development path." Sharma further said that E-band and V-band to avail backhaul connectivity is what Trai recommends and quick measures should be taken to ensure that more people are connected. Hathway Broadband has been expanding services at a rapid pace in the country. Alongside launching services in new cities, Hathway is also launching new plans and offers. Right now, Hathway is providing a 300 Mbps broadband plan in Chennai which is its fastest plan. Very recently, it launched a 200 Mbps broadband plan in Hyderabad city as well. So Hathway has started providing free-to-use dual band Wi-Fi router with its high-end broadband plans. For example, in Hyderabad, the company’s 200 Mbps plan comes with the offer, whereas the other plans offer a standard 2.4 GHz Wi-Fi router. Having a dual band router is always a good option. Hathway Broadband Plans With Free Dual Band Router DetailedAll the high-end broadband plans from Hathway are eligible for this offer. However, it is worth noting that the company is providing the dual band router only with long-term broadband plans. In Hyderabad, the 200 Mbps plan from Hathway is not available for subscription on a monthly basis, and the minimum a user can choose is three months. The three months cost of the 200 Mbps plan is Rs 2,697 (excluding taxes), and it also avails the user a free dual band router. The same applies to plans available in Chennai as well. Hathway’s 150 Mbps, 200 Mbps and 300 Mbps broadband plans in Chennai which are not available on a monthly basis will offer the dual band router. In Chennai, Hathway’s 300 Mbps broadband plan is also eligible for the Mesh router, subjected if a user chooses it for at least one year. Both Reliance Jio and Bharti Airtel provide their customers with OTT benefits with a number of their prepaid plans. But there are a few specific prepaid plans and data vouchers which come with a free one year subscription of Disney+ Hotstar VIP subscription. Disney+ Hotstar is a popular OTT content platform in India which allows customers to access Hindi and other regional language content very easily. One year subscription of Disney+ Hotstar VIP comes for Rs 399. After revising the Rs 401 data pack, Bharti Airtel has now launched two new prepaid plans- Rs 448 and Rs 599 with bundled Disney+ Hotstar VIP subscription. Bharti Airtel Disney+ Hotstar VIP Prepaid Plans with Voice CallingWhile Jio has only two prepaid plans with voice calling benefit which offer Disney+ Hotstar VIP subscription, Airtel has one more. First voice calling prepaid plan from Bharti Airtel which comes with Disney+ Hotstar VIP subscription is the Rs 448 prepaid plan. It comes with a validity of 28 days and offers 3GB data every day to the customer along with unlimited voice calling to any network, 100 SMS/day, and other Airtel Thanks benefits as well. Compared to the Reliance Jio plan which also comes with 3GB daily data for 28 days and Disney+ Hotstar subscription, this one is slightly expensive. But then there is no FUP limit on calling to any other network. The second plan from Airtel which comes with voice calling benefit and Disney+ Hotstar VIP subscription is the Rs 599 plan. It offers 2GB daily data and has a validity of 56 days. The customer gets unlimited calling and 100 SMS/day along with other Airtel Thanks benefits as well. Since there is no plan from Jio with voice calling facility offering the same benefits, it can be said that this plan from Airtel is in a league of its own. The third plan from Airtel which comes with the said benefits is the Rs 2,698 plan. It comes with a validity of 365 days and offers 2GB daily data to the customer along with 100 SMS/day. Unlimited calling to any network is included and other Airtel Thanks benefits come as well. It is Rs 99 more expensive than the Reliance Jio plan which is not that big a difference since it is an yearly plan. That said, there is no FUP limit for making calls to any other network. With the IPL 2020 around the corner, it will be interesting to see how these prepaid plans from Airtel attract the users. While Jio is slightly cheaper with its plans, it does have a FUP limit on the calls that a person can make to any other network than Jio. Reliance Jio Disney+ Hotstar VIP Prepaid Plans With Voice CallingThere are two prepaid plans which include voice calling from Reliance Jio with the Disney+ Hotstar VIP benefit. The first one is Rs 401 plan. It comes with a validity of 28 days only. There is unlimited voice calling included with 1,000 FUP minutes for Jio to non-Jio calls and 100 SMS/day. The user gets 3GB data every day and right now under the offer will get an additional 6GB data as a bonus. It includes the subscription of Disney+ Hotstar VIP for one year along with a complimentary subscription to all the Jio apps. The other plan is of Rs 2,599 and it comes with a validity of 365 days. The customer gets 2GB data every day along with a bonus 10GB data for now. The plan includes unlimited voice calling along with 12,000 FUP minutes for Jio to non-Jio calling and 100 SMS/day. There is a free one-year subscription of Disney+ Hotstar VIP included along with a complimentary subscription to all the Jio apps.
