The telecom companies in India have been long limited by the towers and the limited capacity. Further, the financial crunch has limited their prowess for deploying expensive equipment across the country to boost capacity. Bringing a cure to this issue, DoT, in the latest turn of events, has allowed the usage of VSAT operators to provide satellite-based cellular connectivity to telecom companies. This means that the capacity of the telecom companies can be improved simply by using VSAT technology without the need to deploying any additional equipment. DCC Holding On the Recommendations of TRAIThe Digital Communications Commission (DCC), headed by Telecom Secretary Anshu Prakash, was the body to finally grant permission to allow VSAT usage for expanding connectivity. It is worth noting that DCC has not yet approved the Spectrum Usage Charge recommendations of TRAI. On the issue of VSAT usage for increasing connectivity in far-flung areas, Telecom Secretary Anshu Prakash said that it would reduce Capex requirements, will improve ease of doing business, and will help the telecom operators in providing communication facilities in the remotest parts of the country. Backhaul Connectivity to Boost Availability of Network in Remote PlacesThe satellite-based backhaul connectivity is provided in India by companies like Hughes Communications, Nelco, and state-run BSNL. These companies are the VSAT permission holders, which will partner up with companies like Bharti Airtel, Reliance Jio, and Vodafone Idea to provide increased connectivity. OneWeb to Play a Big Role in Satellite AccessBharti Airtel led OneWeb, led by Sunil Bharti Mittal, is also venturing into the business of launching LEO (Low Earth Orbit) satellites to provide terminal access services. The company, OneWeb, is a joint venture between the UK government and Indian company Bharti Airtel. The company is going to play a big role in launching the Starlink project of Elon Musk, which is set to provide internet connectivity using satellite. Sunil Bharti Mittal clarified a few days back that under the OneWeb project, it plans on reducing the price of launching a satellite access terminal by almost half. The good thing about this new move is that the VSAT based services will help the telecom companies in extending their services in the remotest parts. |

| Twitter May Loose Immunity Due to Failure of Compliance to New IT Rules: Centre to Court Posted: 05 Jul 2021 10:09 PM PDT ![]()
The Government on Monday informed the Delhi High Court that popular social media platform Twitter had been unsuccessful when it came to the compliance of the country’s new IT Rules, which might lead to losing immunity that is provided under the Information Technology or IT Act. An affidavit filed in the high court, mentioned that the details obtained via Twitter’s website or application, as interim, the grievances that arose from India were being handled by an official located in the US which was non-compliant with the IT Rules, 2021. The IT Rules, 2021 are now the law of the land with Twitter having told that it is mandatorily to comply with the same. The matter will be coming up for hearing today. In case you were wondering, the Centre’s affidavit, which was filed by N Samaya Balan, who is working as Scientist-E for the Cyber Law Group within the Ministry of Electronics and Information Technology or MeitY, added that Twitter was an intermediary under the meaning of a provision of the IT Act, 2000 as well as a Significant Social Media Intermediary (SSMI) under the new IT Rules of 2021. What Does the Affidavit Mention?It is mentioned that in spite of the three months of time provided to all SSMIs so as to meet with or comply to the new IT Rules 2021 having been expired on May 26, Twitter has failed to fully comply with the law. The IT Rules were first notified to the organisations on February 25. The affidavit mentions that I (N Samaya Balan) submit that respondent no.2, which is Twitter had initially appointed the interim resident grievance officer (RGO) and the interim nodal contact person. Later on, respondent no.2 (Twitter) informed the answering respondent which is MeitY that the interim RGO and nodal officer have withdrawn/ resigned from their positions. Furthermore, it is mentioned that the Samaya Balan had submitted that as per the details gleaned from the respondent No. 2 websites/mobile application, in the interim the grievances from India are being handled by personnel of respondent No. 2 situated in the United States of America which amounts to non-compliance with the IT Rules 2021. The affidavit, which was filed via the Central government standing counsel Ripudaman Singh Bhardwaj, added that the social media platform had failed to comply with the IT Rules, 2021 as of July 1 for the following reasons: the position of the RGO is vacant; the position of the nodal contact person is vacant, and the physical contact address, which was shown to be there on May 29, is not available again on the Twitter website and, the chief compliance officer has not been appointed. Bharat Sanchar Nigam Limited (BSNL) is the only telecom operator after Vodafone Idea, which has found itself among the financial crunch. However, things for BSNL seem to be a little different, with the shadow of central government looming over itself. This complicates things about BSNL regarding its competency in the industry and even its survival. Looking at the centre's moods, we can definitely say that the public telecom company is here to stay as it falls under a "strategic" sector for the government. Not only this, but the centre has already shown its intention of keeping a four-player industry with one public telco in the scene. However, the recent plans of monetising BSNL assets have not been met with delight by various trade unions. Unions Against Selling to Private BuyersOn Monday, the All Unions and Associations of Bharat Sanchar Nigam Ltd (AUAB) opposed the Government's plans to raise Rs 40,000 crore by monetising BSNL's towers and optical fibre and a proposal to restructure manpower. There are some fine lines that should be tread on for the wellbeing of the public telecom company. Usually, the trade unions have a rigid stance against any kind of privatisation and take a position of strict government control, but for entirely different reasons, BSNL should likely look into other options of raising money for its own good. Looking at the previous month results of BSNL, wherein it added 1.1 lakh new BSNL FTTH subscribers, it is clear that the public telecom company is killing it in at least one arena and that is wired broadband. Even though BSNL owns the spectrum and a chunk of requisite equipment, it has not been able to roll out the 4G services. In such a situation, where BSNL 4G is a few years away, and BSNL wired broadband seems to be gaining traction, cutting even a fraction of capacity by putting it on the lot for private players is a step back. Administrative InefficienciesBSNL's approach of relying on Indian Telecom Service officers has also been questioned a lot in recent times, and the recent push of lateral entry by the government should be well thought of in the case of the public telco as well. While at the time, employees were being given VRS and BSNL was on the rally to cut redundancy in the workforce, a lot of Principal General Managers and General Managers (GMs) posted on deputation with the company were incurring Rs 90-100 crore per year as salary. If the internal discrepancies are minimised, then possibly these resources can be put to better use on the back of good efficiency. Right now, the widespread network of BSNL remains its strongest point. Cutting that off in favour of raising money might prove to be detrimental for the extensive FTTH spread, which might put BSNL on the map again. Instead, the focus of BSNL should on fixing administrative inefficiencies, slightly raising tariffs on the back of floor pricing, which seems to be imminent in the near future and expanding its wired broadband service. |
