BSNL 4G Possible In Four Months In Two Zones, Needs Govt Approval

BSNL Bharat Sanchar Nigam Limited (BSNL) is working hard to ensure that its 4G networks are live as soon as possible. But the telco's plans for 4G haven't come without obstructions or challenges. The state-run operator believes that it can roll out live 4G networks in two zones of India, including the South and the West zone, in three to four months. As per a Financial Express report, all that the company needs is a nod from the government, but that isn't likely to come because of the security concerns that will arise.

BSNL Network Can't Be Upgraded Because of ZTE

For the unaware, the mobile networks of BSNL are primarily built by two vendors across the nation – ZTE and Nokia. The government is worried about upgrading the ZTE rolled out legacy networks to 4G because it would raise security concerns for the Indians connected to those networks. Since ZTE is a Chinese company and has not registered with the competent authorities, BSNL can't get permission to order upgradation of its equipment. PK Purwar, CMD, BSNL, wrote to the telecom secretary requesting his support with getting the government's approval for the upgradation request. In his letter that was obtained by FE, Purwar has explained that going with this simple upgradation process, BSNL can save hundreds of crores in capex for rolling out 4G services. Further, it won't even take much time and would be done in about three to four months which can prove to be the deal-breaker for the telco's future in India. The government, on the other hand, doesn't want a Chinese presence on its networks. It is understandable, but this puts BSNL in a very grim situation, and it can do nothing but hope that it will get the support of the government on every decision it is making. It is worth noting that South Zone is one of the biggest contributors to revenue for BSNL's mobile services.

The renowned company Jefferies revealed that the sector revenue growth would be pick up, led by tariff hike from private telecom operators Vodafone Idea and Bharti Airtel. The analysts also reported that the launch of JioPhone might push the next round of tariff hikes. The renowned telco, Vodafone Idea has raised the rates of 2G services in nearly 13 to 14 circles. Reliance Jio Reported Highest Revenue Growth

The first quarter of the current fiscal year turned out to be beneficial for Reliance Jio. The telco recorded the highest revenue growth at 4% QoQ, while Bharti Airtel recorded 2% QoQ growth. Vodafone Idea, on the other side, reported a 5% QoQ decline. Reliance Jio and Bharti Airtel gained 120bps and 60bps market share vs FY21, respectively, whereas Vodafone Idea lost 180bps to 19% during 1Q. Strategically, Bharti Airtel overpowered all the telcos on operating metrics and recorded the highest average data and voice usage. It is also speculated that the recent expansion and investments towards broadband sites will further drive the market share gains for Bharti Airtel. Since Vodafone Idea witnessed a reduction in 4G subscribers, the operating metrics were weak. The data traffic of Vodafone Idea was increased by 13% QoQ in 1Q, whereas Bharti Airtel and Reliance Jio recorded 17% QoQ and 22% QoQ. Even though Reliance Jio recorded healthy revenue growth, it continues to see limited benefits of operating leverage that is leading to low margins.

For the unaware, a 'review petition' is a petition that an aggrieved party can submit if it believes there is an error in the judgement made by the Supreme Court. The 'curative petition', on the other hand, is a petition that is filed after the review petition is rejected, and the purpose of it is to question whether the aggrieved party is entitled to any relief against the judgement made by the apex court.

Vodafone Idea And Its Never-Ending AGR Troubles

Vodafone Idea (Vi) has been in a tough spot for ages now and the adjusted gross revenue (AGR) dues added to the burden. On top of that, the telco believes that there are errors in the AGR calculations made by the Department of Telecommunications (DoT). It is not just Vi, but also Bharti Airtel and Tata Teleservices, which believe the same and had filed a petition for the same in the SC. All the petitions were rejected last month when the SC said that it wouldn't allow for any recalculation. The purpose of the review petition filed by Vodafone Idea is to communicate to the SC that the telco didn't question the court's judgement and is ready to adhere to it. However, the telco wants the court to know that there were errors made by the DoT while assessing the amount, and Vi is only requesting for those errors to be corrected. As per an ET Telecom report, Takkar said the company hopes that it doesn't come to a point where it will have to file a curative petition. Last week, Vodafone Idea had said that it is 'inconceivable' that the SC is not considering the telcos' requests for asking the DoT to rectify the errors.

For the unaware, the BharatNet project is aimed at providing broadband connectivity to Indians around the country, which includes remote and rural regions. It is an initiative launched by the government that wants to ensure that internet connectivity is offered to the citizens of India on a non-discriminatory basis. As per an ET Telecom report, the private operators weren't interested too much in the first phase of BharatNet because they didn't get a clear idea about the quantum of viability gap funding (VGF) for each project package for separate regions. But this time, the government has ensured that the VGF for each project package for separate regions is clear for the private companies. This has pushed the interest of the companies into being a part of the BharatNet project.

Why Reliance Jio and Bharti Airtel Become Good Contenders?

One rule of the government for the project is that the company which is the successful bidder would be required to build, operate, and manage the network under the BharatNet project for the next 30 years. Thus, there is no question that the government would want a company that is backed by a huge private group or has a proven financial history in India to be working on the project. This makes Reliance Jio and Bharti Airtel top contenders for the project. Both the companies are expected to stay in the market for a long time as the entry of a new operator is unlikely to happen right now, and other telecom operators aren't going to survive for long if their situation doesn't improve in the near future. Reliance Jio can add more things to its bundle, such as applications and over-the-top (OTT) benefits which will make things more interesting for the users. All in all, a bundled service from Reliance Jio like that of Bharti Airtel would be refreshing to see. Jio can also offer users to make custom plans like Airtel is doing with Airtel Black. There are multiple things that can be done once a user is locked into the ecosystem. Further, the company can announce priority customer care support for people who are purchasing bundled services from the company.
