TRAI Needs Key Information Before Pricing Premium 5G Spectrum

TRAI 5G spectrum The Telecom Regulatory Authority of India (TRAI) was asked by the Department of Telecommunications (DoT) to recommend prices for the 5G spectrum bands as well as fresh pricing for 4G spectrum bands. But the sector regulator can't recommend a base price for the mmWave 5G spectrum right away. To do that, TRAI needs to know the quantum of the mmWave 5G band spectrum that will be available in the auction. Only DoT can help the regulator in this area. So until DoT tells TRAI about the quantum of mmWave spectrum band available for the auction, the regulator can't move ahead.

mmWave 5G Bands Not Yet Included in the NFAP

According to an ET Telecom report, one of the key concerns for the TRAI is that the mmWave 5G spectrum bands haven't been included in the National Frequency Allocation Plan (NFAP) yet. Because of this, the regulator can't even understand the scope of the concerned airwaves. It is very much in the dark about how both the satellite companies and mobile telecom operators can use the mmWave 5G bands. The satellite broadband players want the government to reserve the spectrum in the 28 GHz band for the satcom industry only. As per industry experts, the stakes with the 28 GHz spectrum band are very high because all the satcom companies, including the Bharti, owned OneWeb, Musk owned Starlink, Amazon Project Juniper, Viasat, Hughes, and more, would need the spectrum in the 28 GHz band without any interferences to provide quality satellite broadband services. The mobile telecom operators, on the other hand, have said that access to the 28 GHz spectrum band is very important to deliver the true potential of 5G. The government is yet to decide on what will happen with the mmWave 5G bands and just what quantum of the spectrum will be available for the telcos and the satcom players during the auction. Based on this information, TRAI will set a base price for the 26 GHz/28 GHz spectrum bands.

This feature will let users rate the messages sent by business users, which is something like adding feedback. This feature is rolling out for the Android beta users and a few iOS users have also mentioned to have witnessed this feature. With this feature, users can rate a message with up to five stars with the maximum being five stars and the lowest being one star. For now, there is no option to give direct feedback to the WhatsApp Business accounts.

Now, it has been reported that some users of the WhatsApp beta for iOS are also getting this capability. The tracker site also notes that the message rating works for WhatsApp Business accounts. This feature is available only when you receive messages from business accounts. When you rate a message, WhatsApp cannot see its contest and the service cannot see who rated it to make the feedback anonymous. Reportedly, this feature does not break the app's end-to-end encryption of messages and the rated messages are invisibile to the user's eyes. However, WhatsApp as well as business accounts can seegeneral feedback about the messages that are sent from businesses. But they will not be able to see who actually rated these messages. In the rating alert, the app notes that the ratings look forward to help businesses improve their customers' messaging experience. In order to rate a message sent by businesses on WhatsApp, you need to tap and hold a message to open a dialog box. Previously, the 'Report' option would show up alongside 'Copy' to mark some inappropriate messages as spam. Now, the 'Rate' option has been added alongside the same for the beta users.

As per the tipster, the Galaxy S22 Ultra could feature a 108MP primary camera sensor with an improved version of HM3, a 1/1.33-inch sensor size, a 0.8µm pixel sensor, an aperture of f/1.8 aperture, and a field of view of 85-degree. The upcoming Samsung smartphone is tipped to feature a 12MP secondary ultra-wide-camera sensor from Sony. The sensor size is said to be 1.2.55-inch, a 1.4µm pixel size, and an aperture of f/2.2 aperture. Also, the field of view of this sensor is said to be 120-degree. The third sensor within this camera unit is said to be a 3x 10MP telephoto lens, which is a Sony sensor. The other details of the sensor likely include 1/3.52-inch sensor size, a 1.12µm pixel size, an aperture of f/2.4 and a field of view of 36-degree. Lastly, it is tipped to have another sensor with a 10MP periscope lens with 10x zoom. This Sony sensor is touted to include a similar pixel and sensor size as the telephoto lens. The aperture of this sensor is said to be f/4.9 and the field of view is likely to be 11-degree. Previous reports have also suggested the presence of a quad-camera module on the Samsung Galaxy S22 Ultra. However, this is the first time we have come across other camera details of the smartphone.

Also, Kuo stated that the upcoming iPhone SE might come with 5G support, which was reiterated by Young. Eventually, the moniker iPhone SE Plus could materialise and arrive with faster connectivity. Traditionally, iPhone 6, iPhone 7 Plus and iPhone 8 Plus but the company replaced Plus with Pro Max models. So, this suggests that the company could recycle the Plus name once again. Previously, we have heard about the iPhone SE apart from the rumours regarding 4.7-inch screen size and support for 5G connectivity. Eventually, it might not have much to provide in terms of features upgrades. Also, it is expected to get the power from a new A-series processor and could be the most adorable 5G iPhone when it is launched. With these reports, the tipster claims that the company is working on a larger variant of the iPhone SE next. Bharti Airtel, Vi Case on Penalty Payments Not Heard by TDSAT on Tuesday

Bharti Airtel In a fresh development, the Telecom Disputes Settlement and Appellate Tribunal (TDSAT) has refused to hear the Bharti Airtel and Vodafone Idea (Vi) penalty case today, i.e., October 26, 2021. According to a PTI report, TDSAT said that it won't be hearing cases today. The reason behind the tribunal not sitting for a hearing today is unknown. To recall, on October 12, 2021, Justice Shiv Kirti heading TDSAT had listed the Bharti Airtel and Vodafone Idea penalty case for hearing on October 26. The tribunal had ordered the telecom department to not encash the bank guarantees until the next date.

Bharti Airtel, Vodafone Idea Were Slapped With a Penalty of Rs 3050 Crore

The Department of Telecommunications (DoT) had asked Bharti Airtel and Vodafone Idea (Vi) to pay Rs 2,000 crore and Rs 1,050 crore, respectively. The telcos were asked to pay the concerned penalty for violating norms by denying Reliance Jio points of interconnect (PoIs) back in 2016. The DoT had put the penalty on the operators based on the recommendation from the Telecom Regulatory Authority of India (TRAI). DoT had asked the telecom operators to pay the concerned penalty by October 21, 2021. For the unaware, PoIs are necessary for interconnecting the networks of the telecom operators. TRAI had received a complaint from Reliance Jio and after following up on the complaint, it was discovered that because Jio's competitors weren't releasing sufficient PoIs, 75% of voice calls being made on the network of Jio failed. Vodafone Idea lawyers have argued that TRAI has recommended the penalty to the DoT just on a single day's reading of quality of service. As per norms, the regulator should have averaged the quality of service over 30 days, which it didn't do. The hearing for the case was set for today but the TDSAT has not heard it for some unknown reason.

UPI Transactions on PhonePe Are Completely Free

However, PhonePe has said that it is conducting an experiment where a small segment of users are being charged Rs 1 for any transaction between Rs 50 – Rs 100 and Rs 2 for any transaction above Rs 100. Under the experiment, all transactions under Rs 50 will not attract any charges.

ISpA Wants Government to offer Subsidy to Satcom Services

ISpA The Indian government had earlier announced the BharatNet initiative to bridge the digital divide that exists between the rural and urban parts of the country. In view of that, the Indian Space Association (ISpA) wants the government to extend the Universal Service Obligation Fund (USOF) subsidy for satellite broadband services. Jayant Patil, ISpA Chairman, told ET Telecom that offering USOF subsidy to the satellite broadband services is a wonderful opportunity for the government as it would complement the ongoing BharatNet initiative.

USOF Was Established in 2002 to Bridge Digital Divide in India

The USOF was established in 2002 and it is a corpus of Rs 55,000 crore. The money is meant to reduce the digital divide in India by extending access to digital services to the people living in remote areas of the country. The BharatNet project of the government has the aim of connecting more than 250,000-gram panchayats which includes 600,000 villages nationwide. Started in 2012, the BharatNet project has only been able to connect over 180,000-gram panchayats until now. Patil told the publication that offering subsidies to satellite broadband services would be very advantageous for the country. BharatNet project has displayed very slow growth but it won't be the case with satcom services. Patil noted that satellites have been used for providing backhaul for some time now. Thus, boosting the satcom services in the country would mean that every nook and corner of India will be able to get access to digital connectivity at a faster rate. ISpA is an industry forum that was launched by the Prime Minister of India earlier this month. It includes companies such as Bharti owned OneWeb, Tata Group's Nelco, Bharti Airtel, Larsen & Toubro (L&T), Mapmyindia, and more. The need for such an industry forum was high as multiple private satcom players will enter the Indian market starting next year.

TRAI Approaches Delhi HC for the Issue of Excessive Ads on TV

TRAI The Telecom Regulatory Authority of India (TRAI) has approached the Delhi High Court (HC) to share the complaints of the consumers who have said that due to excessive advertisements, their TV viewing experience deteriorates. According to a BarandBench report, the Delhi HC has sought responses from the central government and the News Broadcasters Association (NBA) on the same.

NBA Says TRAI Has No Power to Regulate Length of Ads

There's a rule that limits the length of the advertisement on TV channels. As per rule 7(11) of Cable Television Network Rules, 1994 (CTN/Cable TV Rules), none of the programmes can carry advertisements that exceed 12 minutes per hour. These 12 minutes include 2 minutes per hour for a channel's self-promotional programmes and the other 10 minutes for commercial advertisements. But the NBA has argued that this rule is beyond the scope of TRAI's power and affects Article 19(1)(a) of the Constitution on the freedom of speech and expression. Not just NBA, but several channels have challenged that TRAI has no power to regulate the length of the advertisements. TRAI has simply argued that there is a statutory mandate which limits the length of the advertisements that can be shown in an hour. TRAI has said that it only wants what is best for the consumers at the end of the day. This intervention from the regulator is to ensure that the TV viewing experience of the consumers doesn't deteriorate. The Delhi HC has bundled the NBA's petition with the ones which are already pending and have asked it and the centre to respond to the regulator's intervention application. The case has been moved to be heard on December 23 for now. The move from TRAI genuinely looks like it is in the best interest of the consumers and there is also a mandate present so TRAI has a solid ground here.

Airtel, Jio, Vi Might be Elated as DoT Revises AGR Definition

Airtel, Jio, Vi As a part of the relief measures announced a few weeks back, the Department of Telecommunications (DoT) had said that the definition of adjusted gross revenue (AGR) will be changed. Now, in a fresh development noted by ET Telecom, the DoT has amended the AGR definition and multiple non-telecom revenue items have been excluded for calculating the AGR amount. Non-telecom items such as dividends, property rent, and interest from the calculation of AGR dues have been excluded from the total calculation. The new definition of the AGR is applicable since October 1, 2021. The DoT has introduced the applicable gross revenue (ApGR). It is nothing but the AGR calculated after the removal of non-telecom revenue earned by the operators from their gross revenue.

Private Operators Will be Very Happy

This is what Bharti Airtel and Vodafone Idea were fighting with the government about in the Supreme Court last year (2020). The private telcos wanted the AGR to exclude all the non-telecom revenues. Since the definition has now changed, the private operators will be very happy. For the unaware, the government charges licensee fees (LF) and spectrum usage charges (SUC) on the basis of AGR. Thus, a lower AGR amount would mean the telcos will have to pay less SUC and LF. A thing worth noting here is that the government has already abolished the payment of SUC on the purchase of spectrum from future auctions. In 2020, the Supreme Court had said that it would go with the definition suggested by the DoT and had ruled that the AGR dues will include the non-telecom revenues as well. But things have changed now and the new definition is already applicable from October 1, 2021. This will make the operators very happy as their cash flow position would be enhanced even further because of fewer statutory dues in the future.

Starlink Might Use Spectrum of Vodafone to Provide Service

Starlink Vodafone Starlink, a major satellite communications (satcom) company, might use the spectrum of Vodafone to provide services in the United Kingdom (UK) region. According to a report from the Telegraphy, Elon Musk owned satcom company has been on the lookout for high-frequency spectrum and setting up ground station infrastructure to enhance the capacity of its satellite services. A Vodafone spokesperson told the publication that the company is currently in the talking stage with multiple satcom companies regarding satellite spectrum.

Vodafone Ready to Tie Up With Satcom Companies

The report further mentioned that Vodafone had submitted a filing with the UK regulator Ofcom sharing its intention to partner up with satellite companies to provide them with a licensed spectrum that can be used in gateway links to their satellites. OneWeb, another satcom majorly owned by the UK government and the Bharti group, is looking to partner with the telecom operators. However, with OneWeb, the case is entirely different. OneWeb isn't looking for spectrum from the operators; instead, it is looking to help the operators with its satellite services. For example, much recently, OneWeb announced a partnership with the American telecom operator AT&T where OneWeb will help the telco with providing broadband-from-space services to businesses operating in the remote areas of the country. Starlink has said that it has also partnered with two major telecom service providers (TSPs), which are not known at the moment. Starlink is also looking to partner with airlines to install its equipment inside aircraft for providing Wi-Fi services. As per the Telegraph report, the company might just partner with Vodafone for getting access to the high-frequency spectrum. With this partnership, Starlink will be able to expand or enhance the capacity of its satellite services. Both Starlink and OneWeb are expected to enter the Indian boundaries by the year 2022. It will be interesting to see how these companies conduct their business in the sub-continent.
