TRAI Won’t Back Out of its Recommendations: Report

Posted: 14 Apr 2022 09:28 AM PDT

TRAI Recommendations

The industry regulator, as per a new report, is not going to take a relook at the pricing recommendations for the 5G airwaves. The Telecom Regulatory Authority of India has rejected the plea from the industry as the secretary V Raghunandan informed that there is no such provision under the TRAI Act. He stated that there is no possibility of any price revision and the current norms as per the Trai Act do not permit any price relook.

The Current Scenario

According to a report from ET Telecom, the secretary stated that TRAI has submitted its recommendations and it is for the telecom department (DoT) to look into the matter including pricing and take a decision accordingly. He further informed that TRAI has invited telecom service providers to further engage and discuss their concerns since the views expressed by industry representatives during the extensive consultative process had already been incorporated while arriving at the pricing recommendations.

For those unaware, TRAI released its much-awaited spectrum pricing recommendations on Monday and proposed to cut the base price of the premium 3.3-3.67 GHz frequency range by nearly 36% to Rs 317 crore a unit and the rate of the coveted 700 MHz spectrum, by 40% to Rs 3,297 crore per MHz. This move from the regulatory body came to encourage telecom operators to bid aggressively in the upcoming 5G airwaves auction.

The telecom industry, however, has had a strong reaction to the regulatory body's recommendations and has appealed for a revisitation. The leading industry representative body COAI in a statement said that the industry strongly believes there is enough and more headroom available to reduce spectrum prices by 90%, in line with global norms. It added that TRAI must do away with the 1.5 times price multiple for 30 years of spectrum allocation.

Although TRAI has overruled any such pleas as Raghunandan informed that TRAI has done scientific assessment carefully and factored in inputs provided by the industry and arrived at spectrum prices. However, he added that the industry may reassess the recommendations three to four years from now. The leading official stated that reducing the base price by 90% would be "irrational," and the industry has not provided any argument to back its demand.

WhatsApp Pay Growing in India, Can Now Increase User Base to 100 Million

Posted: 14 Apr 2022 03:17 AM PDT

WhatsApp

WhatsApp Pay is growing rapidly in India. WhatsApp, a major social media platform, is used by millions of Indians. A while back, this Meta owned texting app had introduced an online payments feature using the UPI system such as the likes of PhonePe and Google Pay. The National Payments Corporation of India (NPCI) has now allowed WhatsApp to increase its user base from an earlier cap of 40 million to 100 million.

NPCI is capping the limit of users that WhatsApp Pay can have so that an unfair advantage is not given to the platform, as it already has millions of users leveraging the app for regular texting.

PhonePe and Google Pay Should be Alert

PhonePe and Google Pay, two of the top payments platforms, should now be on alert as WhatsApp Pay can be a potential threat to their business. Since WhatsApp is already being used for texting by millions of Indians, it would only take a very small incentive for them to also use it for payments.

It is worth noting that WhatsApp Pay was allowed to increase its user base to 40 million from 20 million in November 2021. So in a very short span of time, the NPCI has increased the cap from 40 million to 100 million.

NPCI had confirmed the development to ET. The UPI based payment apps are now competing heavily with each other, with new players such as Tata Digital and more coming into the scene as well.

For the unaware, in a move to ensure a fair playing ground in this space, NPCI had mandated that no one company/platform/app should be able to process more than 30% of the total UPI transaction volumes in a three-month period. NPCI keeps reviewing this figure and then decides whether a platform needs to be capped at a lower number or it should be higher than before.

5G Rollout in India: DoT Working on National RoW Portal for Faster Infra Clearances

Posted: 14 Apr 2022 01:27 AM PDT

5G

5G network rollout in India is not very far away. But for it to be a success, the industry has echoed that the fiberisation of mobile towers is important. But that's not all the infrastructure that will be required to make 5G a success in India. There's a clear demand for upgraded and better infrastructure associated with the 5G rollout. But things can't remain the same in the 5G era as they were in the 4G era.

The telecom operators have to pay different amounts of money in different states to lay fiber or set up other infrastructure. To add to their trouble, most of the times clearance for the deployment of infrastructure is very much delayed. To ensure that these problems don't exist with 5G, the Department of Telecommunications (DoT) is working on a national right of way (RoW) portal for faster infra clearances, K Rajaraman, telecom secretary told ET Telecom.

National RoW Portal to be a One-Stop-Shop for Applications, Approvals and More

Rajaraman said that the new national RoW portal that the DoT is working on will be a central one-stop shop for entry of approvals, applications, etc. Further, the telecom minister said that this portal will be connected to the backend of state portals or some of the states will be directly onboarded to the new platform.

There has been some progress in many states accepting the Indian Telegraphy RoW Rules 2016. But there are still states where the local authorities are following their own RoW rules. In addition to this, the DoT is also formulating a street furniture policy for efficient use of street infrastructure to deploy small cells for delivering a better 5G experience to the users in India.

It is worth noting that DoT is also working on a unified policy for fiber deployment across the country. All of these developments are positive for the telecom industry which is struggling with the infrastructure rollout for years now.

OnePlus 10R 5G With 150W Charging, OnePlus Nord CE 2 Lite 5G India Launch Confirmed

Posted: 13 Apr 2022 11:50 PM PDT

OnePlus 10R 5G

A few days back, OnePlus India had teased a new launch event, namely “More Power to You” for April 28, 2022. But the company hadn’t revealed the products it would be launching during the event. Many expected to see the OnePlus Nord CE 2 Lite 5G launch along with an affordable TWS (truly wireless stereo) earphone.

Now, OnePlus India has confirmed that it will launch two smartphones during the event – The onePlus 10R 5G and the OnePlus Nord CE 2 Lite 5G.

The company recently also announced that it would be launching the OnePlus Ace series device in China on April 21, 2022. The ‘Ace’ series is a new one from the company in terms of branding. But the device might not come to India as it is rumoured to be rebranded as the OnePlus 10R 5G for the Indian market.

OnePlus 10R 5G Might Feature MediaTek Dimensity 8100 SoC

OnePlus 10R 5G will come to India in two variants. The superior variant will come with support for 150W fast-charging, and the base variant will feature 80W fast-charging.

The OnePlus 10R 5G might feature the MediaTek Dimensity 8100 SoC if it is the rebranded OnePlus Ace.

OnePlus said that the OnePlus Nord CE 2 Lite 5G would come with a massive 5000mAh battery and will feature 33W fast-charging technology. The company didn't reveal anything else about the devices. Further, there was no mention of any TWS earphones; however, don't rule them out this early.

The launch of the OnePlus Ace might give us a big peek into how the OnePlus 10R 5G will look in India. It will be the first time that OnePlus will go with a MediaTek SoC in one of its flagship-level smartphones.

It is interesting that OnePlus didn't give the OnePlus 10 Pro 5G the support for 150W fast-charging but will bring it with the OnePlus 10R 5G.

TRAI Bats for Private Enterprise 5G Citing Global Trend, But Telcos Unhappy

Posted: 13 Apr 2022 11:17 PM PDT

TRAI

The Telecom Regulatory Authority of India (TRAI) has supported private enterprise networks in its recommendations released on Monday. The regulatory body cited examples of countries such as Japan, Hong Kong, Brazil, Australia, Germany, and Finland, which have already set aside spectrum in the mmWave (millimetre wavelength) bands for private captive 5G networks. Then there are countries such as Korea, Sweden, and Slovenia, which are planning to keep both mid-band and mmWave 5G spectrum for private captive networks.

But the telecom operators don't want this to happen. Lt Gen Dr SP Kochhar, Director General, Cellular Operators Association of India (COAI), said the TRAI is hurting the dynamics and the financial health of the industry rather than improving it by allowing private captive networks for enterprises.

Enterprise Services Constitute Up to 40% of Overall Revenues for the Industry

COAI said that enterprise services constitute up to 30%-40% of the overall revenues for the telecom industry. The telecom service providers (TSPs) have already invested and will continue to invest lakhs of crores into rolling out networks in India. But the existence of private captive networks for enterprises will disincentivise the telecom industry to invest heavily in networks and continue paying high taxes and levies.

COAI has called for TRAI to disallow private enterprise networks to maintain the financial viability of the telecom industry and ensure orderly growth. The telecom operators will be worried about the arrival of private 5G for enterprises.

Services that today they offer won't be directly required by the enterprise. That is why the telco body is asking the TRAI to disallow private 5G. It would hurt the business of the telcos and remove potential cash inflow into the industry.

COAI has also asked the regulatory body to revisit the spectrum pricing recommendations as the current price cut is not enough. TRAI must do away with 1.5 times price multiple for 30 years of spectrum allocation, said COAI.

Indian Space Association Wants 28 GHz Band to be Reserved for Satcom

Posted: 13 Apr 2022 07:54 PM PDT

ISpA

The Indian Space Association (ISpA) wants the 28 GHz band spectrum to be reserved and allocated exclusively for satellite communications (satcom) services. The space body has said that airwaves in the 24.25-27.5 GHz band and 3.3-3.67 GHz band, along with low bands, would be a case of oversupply of the spectrum to the telcos.

Keeping in line with the global practices, ISpA said that, "the 28 GHz band should be allocated exclusively for satellite communications for future growth of the Space industry."

The ISpA said that the oversupply of the spectrum to the telecom players is coming at the cost of satcom companies. In the coming years, the private satcom sector is going to play a key role in the growth of India's digital vision, and thus it will be interesting to see whether the 28 GHz airwaves are reserved only for the satellite broadband players.

Reserve Price of the Spectrum a bit Too High

On Monday, TRAI (Telecom Regulatory of India) released its recommendations and slashed the reserve price of the spectrum in the C-band for 5G by 36% and the 700 MHz band by 40%. The industry experts and the analysts aren't satisfied with the price cut and demand a further reduction.

A top Department of Telecommunications (DoT) panel will soon start deliberation over the price recommendations provided by the TRAI. A final call on the price reduction would come when the matter goes to the Cabinet, which is likely to happen in four to five weeks.

The Cellular Operators Association of India (COAI) said that spectrum pricing recommended by TRAI is still very high and has asked the regulator to reconsider its recommendations. The analysts have also noted that the telcos might not participate too heavily in the upcoming spectrum auction due to the high reserve price.

CUTS International had said that TRAI has failed to understand the paying capacity of the telcos.
